Kentucky Barrel Tax Repeal Signed Into Law
Kentucky governor Andy Beshear has signed into law a bill that gradually phases out the state’s “barrel tax” on inventories of maturing whiskey. State senators passed the bill on a final vote shortly before adjourning for the year.
Revenue from the barrel tax currently goes to local governments to fund public schools, fire, ambulance, and other services. Local leaders had fought the bill because of the fear of losing that tax revenue, but the final version of the bill includes safeguards to make sure that doesn’t happen. The state will make up any lost revenue at the local level, and county governments will be able to levy fees against distillers to pay for fire and ambulance services.
The phaseout will begin in 2026 and gradually eliminate the tax in 2043.
