“Bourbon Capital” Pauses to Review Development

Nelson County, Kentucky is home to Bardstown, the “Bourbon Capital of the World.” However, county officials concerned about relatively unfettered development of whiskey warehouses and other construction projects want to review the county’s planning and zoning ordinances before allowing more development on agricultural land. 

The county’s Fiscal Court introduced a proposal Thursday night (May 4) to impose a 90-day moratorium on planning and zoning approval for new projects to be built in agricultural zones. The moratorium was originally proposed in April, but was withdrawn because of a technical problem. 

According to Nelson County Judge Executive Tim Hutchins, who proposed the moratorium, the pause will not affect projects already approved, as well as anything planned for industrial zones or within the city of Bardstown, which has its own planning and zoning system. 

“We’re not shutting down any businesses, we’re not shutting down any ongoing construction,” Hutchins told WhiskyCast in Episode 1003. His goal is to roll back changes made by his predecessors in 2015 that allow for maturation warehouses to be built on at least 100 acres of agricultural-zoned land with no public review process.

A public hearing on the proposal will be held later this month before a final vote.
